TrigCost, RatesAnalysis: Add an option to pass JIRA number

  • add an option to pass the JIRA number in the rates and cost postprocessing, which will be saved to metadata
  • skip STREAM:express stream group, follow up to !51307 (merged) (Tim's comment)
  • print and save to metadata processed ranges
