jFEX SR Jet energy calibration

Sergi Rodriguez Bosca requested to merge serodrig/athena:jet_energy_calib into master

This MR is meant to calibrate the SR jets of the L1Calo jFEX offline software with the energy calibration parameters used in the firmware. The parameters are now hardcoded in the FEXAlgoSpaceDefs.h file, however the parameters must be read from the COOL database (which is under development)
