Updated ITk strip in-time hit config for clustering
This MR makes the configuration of the ITkStrip clusterization tool consistent with what was used in 21.9 https://gitlab.cern.ch/atlas/athena/-/blob/21.9/InnerDetector/InDetExample/InDetRecExample/share/InDetRecPreProcessingSilicon.py#L192
This is expected to have some impact on CPU for configurations with PU as discussed here !33373 (comment 3507051)
