Migrate additional HTT Tools to Rel 22

This is the third step in the migration of HTT tools to Rel 22 for EF Tracking. It adds 2 new packages:

  1. TrigHTTBanks, which is largely used now for HTT-style fit constants (linearized fits)
  2. TrigHTTMaps, which is a set of tools to map HTT-style objects to specific regions. There are also tools to filter hits, to run a NN fake rejection and to make spacepoints from HTT-style objects

There are a few smaller updates to TrigHTTObjects and TrigHTTConfTools that were needed as well for the above 2 packages. The next step after this one will be a merge of TrigHTTInput. @tbold, @jmasik and @fpastore, heads up!
