HLT MET NN Fex configuration

This adds in the python configuration part for the HLT NN fex. Before we can have actual functioning chains for this we still need one more change - since @zhelun created the network json the names of the mhtpufit containers were changed to not have the jet calibration string in them. Therefore the current network needs to be updated.
