Add sec vtx collection to vertex monitoring

• Change ntuple configuration to allow for offline vertex collections in addition to the primary vertex collection to be added to the ntuple
• This provides the functionality for ART tests to be configured to monitor e.g. secondary vertex finding performance
• Currently a secondary vertex collection from the b-jet signature has been added for dev purposes, although additional vertex collections may be added in the future using the current implementation as a template
