Unmasking FE-I3 parity bits, only to set corresponding error states for later monitoring

• FE-I3 parity bits have been unmasked, preserving the overall "Flagged" error state and its counting.
• the purpose of this MR is to set corresponding error states for later monitoring. It seems that those bits (FE register parity and FE hit parity errors) are providing useful information, since FE register parity errors have been observed in M12 in GNAM. The monitoring of these bits is already in place and doesn't require any adjustments.
