ATLASRECTS-6763 : Add NegativeCaloClusterThinning in CaloRecoConfig/RecoSteering

For now I added in the RecoSteering as the same CaloConfig is used in the old style via the wrapper [https://acode-browser1.usatlas.bnl.gov/lxr/source/athena/Reconstruction/RecExample/RecExCommon/share/SystemRec_config.py]. So do not know if will collide with the thinning later on. Perhaps, at some stage we want to factorize better/clean up the thinning from the old/ of factorize like we tried in e/gamma
