AnalysisTop: First changes needed to run on MC21
Adding new options that allow to set some more expert options in CP tools and RandomRunNumber. This is needed to trick the tools that they run on mc16/20e instead of mc21 since there are no calibrations yet.
Also sweeping a MR from 21.2 that also adds some more expert options which might be needed...
There is also one hack that we should remove which tells the MCP tools that 330000 run number belongs to the 16/20e period which is not correct but this hack is needed now to run
