improvements to PRW scripts

Will Buttinger requested to merge will/athena:prwImprovements into master
  • move to python3, but also improve locating of NTUP_PILEUP files (at some point someone modified this script and stopped it finding NTUP_PILEUP files, which was not the desired behaviour).
  • Add a script for generating a default config file for use in PHYSLITE production
