Switch off superseded taggers which are causing troubles in Run2

Martino Tanasini requested to merge mtanasin/athena:shut_down_old_tagggers_run2 into master

Switching off old flavour tagging algorithms is necessary for the reasons discussed in ATLASG-1630. I modified the file causing troubles in the minimal way to solve the issue while maintaining the structure of the code for future checks that btagging DQ activities may require.
