Enabling L-series for UFO SD jets

Chris Malena Delitzsch requested to merge cdelitzs/athena:21.2-missing-tagging-variables into 21.2

This MR enables the calculation of L2 and L3 for UFO SoftDrop jets that are needed for the precision recommendation top taggers. Previously those variables were all set to -999 😞

I will mark this MR as urgent so that it can be hopefully included in the next cache.

This MR should not be swept to master as the configuration is completely different in r22.
