Eliminate dynamic_cast in favour of static_cast using type or helper functions to identify the derived type, where possible (not done for casts of the detector element design). Further progressing ATLASRECTS-6547, item 7. Also use minmax_element alg replacing hand rolled loop to find min/max eta and phi.
