Add kAlwaysCreate flag to hist definition in SCTHitEffMonAlg
Added 'kAlwaysCreate' flag in histogram definition of SCTHitEffMonAlg to recover missing histograms in the central DQ when processing cosmics runs for the SCT monitoring. These were not saved because empty or not filled in such runs, but are still needed for the calibration loop at P1.
