Merge ActsMonitoring package into ActsTrkAnalysis package

This MR introduces the following changes:

• The seeding from Athena algorithm stores ActsTrk::BoundTrackParametersContainer in StoreGate now
• The ActsTrkAnalysis package has been modified so that the algorithms inherit from AthMonitoringAlgorithm
• Related changes to JO
• Merging code from ActsMonitoring into ActsTrkAnalysis -> Adapted/Introduced algorithms for Space Points, Seeds and Estimated Track Parameters monitoring
• Adding new variables and TTrees
• Changes in ActsTrkSeeding package for producing output collections with the proper names
• Complete removal of ActsMonitoring package
