EvtIdModifierSvcCfg: Protection against accessing Digitization ConfigFlags in AthSimulation builds (ATLASSIM-5758)

After !50332 (merged) EvtIdModifierSvcCfg needs some extra protections to work correctly in the AthSimulation project.

This should fix ATLASSIM-5758.
