First import of TrigHTTInput into master

Francesca Pastore requested to merge fpastore/athena:importHTTInput into master

Related to EFTRACK-8:

  • first import TrigHTTInput, which contains tools to read/write wrappers and HTT files
  • some cleanup in TrigHTTObjects and TrigHTTMaps to allow usage of classes
  • c-tests are commented since we are waiting for CVMFS installation of map files

Replacing !52048 (closed), which failed merging in unreproducible way. tagging @jahreda and @tbold
