Add TrackFilterTool

This MR implements a new InDetTrackSystematicsTool which will be used to apply the efficiency systematics on (namely) LRT tracks.

The tool decides whether or not to accept a track based on the 2D efficiency systematics histograms derived by Tracking CP.
