Update CTP Low-Freq monitored items to match current operations

I put in all the LF monitored items that are currently in the menu branches so that we will have them in the next L1 commissioning menus. Let me know in case there are any changes to be made.

The single MBTS counters are not included here. If we want to have them in now, then we will also have to remove various chains, which we prefer to do in the menu branches to avoid disruption to the baseline menu preparation.

Note that I had to condition some of the inclusions because we remove items from the MC menu. So long as we only run P1 menus at P1, this ought not to cause any problems.
