Update jet reconstruction in HIGG1D1

This updates the jet reconstructions in Higg1D1 to the new jet reconstruction configuration style.

In addition to the this and due to some issues that are occuring with the order in which some alg are being executed a CA version of Higg1D1 has also been created.

Some minor changes to the jet config packages were needed to allow for the all sub tools to executed on the correct containers.
