CA Configuration of HGTD Reconstruction

David Richard Shope requested to merge atlas-hgtd/athena:HGTD-reco-CA-config-master into master

This MR adds the ComponentAccumulator-style configuration of HGTD reconstruction, including the necessary bits in order actually plug the HGTD into the rest of the main reco job configuration. The HGTD decorations on track particles are present as expected in the output.

A couple of the key items for expert review:

  • A new flag Reco.EnableHGTDExtension is added, based on Reco.EnableTracking and Detector.EnableHGTD
  • The extrapolator is taken from AtlasExtrapolatorCfg, while the updator is taken from ITkUpdatorCfg
