Synchronise trigger and offline configuration of the MuonLayerHoughAlg

Defining the configuration of the MuonLayerHoughAlg in MuonStandalone.py so the same configuration can be used offline and in the trigger (and removing the repeated (and not entirely up-to-date configuration in the trigger)).
