limit number of entries for L1Calo CPM error event number histograms

The histogram which stores problematic event numbers has an automatic increase in the x-axis each time it is filled. To avoid recent cases where there were issues for every event and therefore histograms with a very large number of x-bins a limit of 10 per lumiblock per histogram is implemented.
