Move PFTauFELink before MET in RecoSteering
As the METAssociation relies on the neutralFELinks, the PFTauFELink algorithm needs in principle to be run before the MET algorithms.
I noticed this issue while running test_trf_q445_r2a_ca_mt_compare.sh without any MT setup (while in MT this test ran fine). With the fix provided here, the reco job now also runs in single-threaded mode.
