add missing JetMergingaMCatNLO UserHook

Merged Matthew Gignac requested to merge mgignac/athena:Pythia8_i-JetMergingaMCatNLO into master

It was noted in ATLMCPROD-9590 that the JetMergingaMCatNLO is missing in master, causing set faults for any jOs relying on this. Simplying copying this UserHook from the 21.6 branch. Tests were successfully run.
