remove AF2 services dependency on PunchThroughTools

Remove the dependency of AF2 on punch through tools. We don't run muon punch through sim for AF2 anyway.

Allows for the redesign of punch through tools for AF3, where we require simulstate that is not available in AF2. !52813 (closed)
