PerfMonComps: Add AuditorSvc to CA-based PerfMonMTSvc setup

This should fix the fastmonmt issues observed in RDOtoRDOTrigger (see ATR-25439). The fullmonmt still doesn't function properly yet but that can be addressed in another MR.
