Add a copy of the new ITk seeder for validation

Charline Rougier requested to merge crougier/athena:add_ValidationSeeder into 21.9

As discussed with @ncalace, the MR is done to add a copy of the new ITk seeder reaching 1:1 performance with the current 21.9 seeder using the default tracking.

The fast seeding is under study to check that 1:1 is also reach.
