ATR-24698: Add muon + jet chains

Dan Guest requested to merge dguest/athena:add-muonjet into master

This adds some muon-in-jet chains that use the legacy L1 to the physics menu. I thought we probably wanted to monitor these, so I'm putting a few of them in the express stream and one of them in the "shifter" directory, but if people have a better idea please say so.
