Update of automatic Pixel defect assignment tool

Risa Ushioda requested to merge rushioda/athena:master-PixelDQ into master

In Run 3, new DQ criteria will be used in Pixel. Therefore, DataQuality/DataQualityUtils/python/pix_defect.py, which is used to assign Pixel defect, has been updated. I add @ytakubo as a watcher.
