Addition of HTTHough package

This is the latest in the merge of HTT simulation tools into master. This takes the portion of what used to be called HTTAlgorithms and breaks out the pieces related to the Hough Transform, as the HTTAlgorithms package was way too big. A second piece of that (after this one) will be related to using the Hough Transform to do LRT, and then in a third MR we'll do the remainder of HTTAlgorithms.

This also includes a few small changes needed by this and the other pieces above. Tagging @fpastore, @jmasik and @tbold
