Make the InDet useNewConfig default. Means we run CA via the wrapper for RecExCommon

Ping @tstreble @tadej . Lets see if it works or has any chance to work 1st. Then we can decide if we go for it or not i.e have the CA as default everywhere and clean up the old at some later stage etc ..
