Moving away from private cuts in the TRTMonitoringRun3 to the InDetTrackSelectionTool selection

The WPs of all four instances of the InDetTrackSelectionTool are preset to TightPrimary. The pT selection depends on whether we take cosmic or collision data. A cut on the number of TRT hits is present in any case.
