update of NSW trigger config to add sTGC strip trigger

Masato Aoki requested to merge masato/athena:master-masato_NSWStripTrigger into master

This is to add proper configuration to the NSW sTGC strip trigger simulation in the full chain of L1 muon simulation. But still, the switch to activate this trigger is kept disabled until the performance is confirmed.
