add L1Calo validation flag and first version of Phase 1 monitoring algorithms

Adding the first version of the monitoring algorithms for the Phase 1 systems (eFEX and gFEX). In order to protect them crashing on the first eFEx/gFex byte stream decoded data(without prior testing) a new LV1Calo validation sub-flag is introduced. This is also useful for calling the existing legacy EDM validation code and the flag can be added to the validation runs of HLT who use the monitoring framework for validating trigger software.
