ATR-19982: removing not needed block of code from topOptions

Removing special block with "if EDMVersion==3" in RecExCommon_topOptions. Tested with only outcome of having only subtle differences in the ordering of the nav graph (see jira for more details) but same content. Tagging @rbielski and @tamartin
