1D eta phi plots in the HLT offline monitoring

In the weekly HLT reprocessings, we have observed that the RoI maps always differ between the reprocessings (number of events etc). It is unclear why.
Therefore, I have now changed the code in these ways:

  • add 1D histograms of eta, phi
  • add an RoI counter per signature
  • remove FULLSCAN chains from being plotted (they clutter the 0,0 point and obscure everything else).

There is also a general clean-up, insofar that code which was repeated for signatures now can be found in a loop.

This is related to [ATR-25536].

Marked URGENT because it would be good to have this for the 900 GeV collisions, i.e.merged latest 16 May.
