Set disableCPS flag in runHLT_standalone when toggling individual chains or signatures

Another attempt at solving ATR-24744 in a more user friendly way. Disables CPS mechanism, stripping CPS groups, if the job is set to run only a subset of the signatures or chains, as this is likely to result in single-member sets.

This should make the explicit disableCPS=True unnecessary particularly in slice tests and TrigInDetValidation ART.
