Fix CA-based configuration of MuonDetectorCondAlg and MuonAlignCondAlg

John Derek Chapman requested to merge jchapman/athena:MuonAlignmentConfigFix_master into master

Update CA-based config in order to set the IsData open correctly for digitization jobs.
Doesn't seem to alter the output, but looked odd for IsData to be true in MC jobs.
