Update config flags for Tracking Main pass
Following discussions in the Tracking Common Component Committee, this MR updates the tracking pass configuration to preserve the MainPass config and define the ActivePass on the fly, used in the subsequent configuration of tools and algorithms. The name ActivePass will be updated in the near future in a different MR.
q445 and q447 tracking outputs are unaffected as expected.
