TCT: Updating express and bulk processing tests (conditions, newer runs, new tests, adding art-include option to run in 22.0)
This MR contains multiple updates for TCT tests:
- Adding art-include option to run in 22.0 for all TCT tests
- Updating to the latest recommended condition tags for express and bulk processing tests
- Updating to more recent recorded runs (and for beam splash test using actual run with splashes)
- Adding new tests to increase the coverage (also test with pilot beam collision runs)
