AthenaMonitoringKernel: Add support for TH1C, TH1S, TH2C, TH2S histograms for Run 3
requested to merge harkusha/athena:master-athena-mon-kernel-TH1C-TH1S-TH2C-TH2S-support-add-run3 into master
Support for ROOT TH1C, TH1S, TH2C, TH2S histograms has been added for Run 3 monitoring. These types of histograms are used in Tile monitoring for calibration runs and they allowed to decrease memory consumption significantly due to big number of these histograms.
