More DEBUG output to LArHVCondAlg + missing addDependnecy

Adding more debug-level output that might help debug issues recently observed with this condtions algorithm. While doing that I discovered a missing dependency to the online HV correction. I added that as well. Note the the IOV of the online HV correction is typically very long.
