Fixes for CEP energy conversion [ATR-25530]

Teng Jian Khoo requested to merge khoo/athena:master-TMMT-L1CEPScale into master

Two changes to the CEP L1Topo algorithm configuration in the L1 menu:

  1. Add the ET conversion factor (GeV to 100 MeV units) for the minimum jet ET cut
  2. Change COM energy from 13 TeV to 13.6 TeV for Run 3.
