AthenaConfiguration+AthenaMP+DerivationFrameworkConfiguration: Add a new configuration flag ConfigFlags.Output.doWriteDAOD

This MR adds a new configuration flag, ConfigFlags.Output.doWriteDAOD, that's meant to be used in derivation production jobs. For the time being it's only used to correctly configure the SharedWriter in AthenaMP jobs.
