Fix incorrectly set cut

Previously used 1 GeV, the new code has a cut at 2 GeV - this default should be changed but that would also affect the tier 0 monitoring - that would be a good change, but would need more study and discussion

This change, simply sets the cut to 1 GeV locally, and we can change the default setting at a later date
