Follow up !53279 HLT reprocessing PS set: ATR-25459, ATR-25583

Fixes:

  • Bug in application of HLT prescale sets
  • Test PS set in CI
  • Propagate menu fully through P1 tests with transforms
  • Remove PS set from debug test
  • Raise error on unrecognised PS set
