EnhancedBiasWeighter: Interface cleanup

  • remove CalculateWeightingData option to use supplied special AOD with event info (never used, no longer supported) ATR-21722
  • fix RatesAnalysis default option for rates emulation - if the trigger should be activated below or above the given threshold
