Add new persistent versions of TgcRdo and TgcRawData for forward-compatibility with 22.0.X

These changes follow the changes in !53980 (merged) for 22.0. They do not change the output of 22.0-mc20, but are necessary for this branch to be able to read in RDOs produced in 22.0 and master once these branches are switched to write out the _p4 persistent versions of TgcRawData and TgcRdo.
