Add gXENC and gXERHO TOBs to the L1Topo simulation

  • Add gXENC and gXERHO TOBs to the L1Topo simulation.
  • Enable the corresponding multiplicity algorithms.
  • Other fixes: change histogram range for eEm and eTau isolation thresholds.
